Platform by platform

1. Bland

24 of 24 points

Best for: Any AI agent that needs its own phone line: one owner approval, then a dedicated US number for calls and texts at a flat monthly price.

Where Bland leads

  • An agent starts onboarding with no API key. The owner opens a link, signs up, and approves, and the agent receives its own API key plus a dedicated number when the owner picks the Agent Phone Plan.1
  • Headless onboarding removes the browser entirely: the owner relays one texted code, and an agent with a wallet pays for the plan in the same call. Out come the API key, org ID, and phone number.2
  • The Agent Phone Plan is built for autonomous agents: one US local number, provisioned automatically, with unlimited US and Canada calls and SMS under fair use, for a flat $29.99 per month ($14.99 the first month).3
  • A hosted MCP server lets the agent place calls, send texts, build pathways, and read analytics, with OAuth sign-in or an API key. The CLI does the same from a terminal and signs in with a device code.4,5
  • Need more lines? An agent can buy more numbers by API for $15 per month each, and pay-as-you-go calling on the free Start plan is $0.14 per connected minute.6,7

Good to know: The Agent Phone Plan is sized for one agent’s line in the US and Canada. Agents that need parallel calls or other countries move up to Bland’s Build or Scale plans.3

2. Telnyx

18 of 24 points

Best for: Teams that want carrier-level telephony and global numbers, and can complete Telnyx’s account upgrades.

What we found

  • A bot can create a Telnyx account by solving a challenge and verifying an email address, then create its own API key.8
  • New accounts start at the pretrial level, which cannot create AI assistants, can call or text only one verified number, and can order one US local number that is reclaimed within 30 days unless the account upgrades.9
  • Upgrading to the paid level takes portal steps: a verified mobile number, 2FA, a card payment, and a service address. Paid accounts have no 10DLC access, prepend an automated-call notice to machine-generated calls, and are capped at 100 outbound calls a day. 10DLC requires the verified level, which requires KYC.10,11,12
  • Telnyx offers a hosted MCP server and an agent CLI. Its voice AI agent rate is $0.05 per minute, including STT, LLM inference, and TTS, and a US local number starts at $1.00 per month.13,8,14

3 (tie). ElevenLabs Agents

14 of 24 points

Best for: Teams that prioritize ElevenLabs voices and already run Twilio or SIP telephony.

What we found

  • A hosted MCP server creates and manages agents and signs in with OAuth. A CLI manages agents as code.15,16
  • ElevenLabs does not sell numbers. Its phone number API imports one from Twilio, Exotel, or a SIP trunk.17
  • SMS conversations run through an imported Twilio number.18
  • Calls are $0.08 per minute after included minutes, with LLM usage billed separately by model.19

3 (tie). Vapi

14 of 24 points

Best for: Developers who want to mix and match model, voice, and transcriber providers.

What we found

  • The Vapi MCP server manages assistants, phone numbers, and calls. The CLI signs in through the browser.20,21
  • One free US number is available before a payment method is added, but free Vapi numbers are inbound only. Outbound calls need a number imported from a provider.22
  • Inbound SMS works only with Twilio US numbers, US to US.23
  • Pricing is a $0.05 per minute hosting fee plus model, voice, transcriber, and telephony costs.24

5. Twilio

13 of 24 points

Best for: Teams that want raw telephony building blocks and will bring their own LLM and agent server.

What we found

  • Numbers can be provisioned by API, and a Twilio number can carry voice and SMS. US texting from a 10DLC number requires A2P 10DLC registration, and trial accounts can only call and text verified numbers.25,26,27
  • ConversationRelay handles speech, but your application supplies the LLM and the WebSocket server.28
  • The Twilio MCP server, in public beta, searches docs and API schemas. It does not act on your account. The Twilio CLI does.29,30
  • ConversationRelay is $0.07 per minute, on top of $0.014 per minute for US outbound local calls and $1.15 per month for a local number.31

6. Retell AI

12 of 24 points

Best for: Teams building production voice agents who can complete identity verification up front.

What we found

  • A hosted MCP server manages agents, calls, phone numbers, and knowledge bases. It and the CLI authenticate with an API key copied from the dashboard.32,33
  • Numbers can be bought by API and can send SMS, but KYC, which can call for a government ID, is required before outbound calls, number purchases, and SMS. US texting also needs an SMS campaign application.34,35,36,37
  • Pricing is pay-as-you-go but built from parts (voice infrastructure, LLM, TTS, telephony), with a published range of $0.07 to $0.31 per minute.38

7. Synthflow

8 of 24 points

Best for: Businesses that want a sales-scoped deployment and an MCP connector for day-to-day management.

What we found

  • A hosted MCP server in global, US, and EU regions manages agents, calls, and knowledge bases, and the Claude connector signs in instead of using a pasted key.39,40
  • Pricing is sales-led, and new deployments are scoped with the Synthflow team before launch.41
  • Buying a number is a dashboard step; the documented API imports custom numbers. In-call SMS relies on a connected Twilio account.42,43
  • No CLI is listed in the Synthflow docs index.44

How we scored

We asked one question: can an AI agent own and operate a phone line end to end? That means starting its own signup, getting a number, calling and texting from it, and needing nothing from its owner beyond one approval and payment. On October 15, 2026, we read each vendor’s own documentation and pricing pages and scored every platform the same way: by what an agent can do after one owner approval and payment, before any further human step.

The five criteria that make up owning a line count double. An MCP server and a CLI are ways for the agent to reach those same capabilities, so they count once. Anything we could not find in a vendor’s own docs scored 0. Scores reflect what each vendor documents. Bland publishes this page and is one of the platforms ranked; every claim links to its source below so you can check our work.

  1. 1

    Agent-started onboarding

    Weight ×2

    2
An agent can start a new account and receive its own API key through a documented API or CLI flow, with at most one owner approval.
    1
An agent can connect to an account a person already created, through OAuth or a browser login, without anyone pasting a key.
    0
A person creates the account and copies an API key from the dashboard.
  2. 2

A phone number of its own

    Weight ×2

    2
After one owner approval and payment, the agent gets a number from the platform that makes and takes calls, with no further human step.
    1
Possible with conditions: the number is imported from a separate carrier account, is inbound only, is reclaimed unless a person upgrades the account, or purchase waits on identity verification.
    0
    Not documented.
  3. 3

Calls and texts from one number

    Weight ×2

    2
After one owner approval and payment, the platform’s own number calls and texts US numbers, with no further human step documented.
    1
Texting needs a further human step first (carrier registration such as A2P 10DLC, KYC, or an account upgrade), or runs only through a separate carrier account.
    0
    Not documented.
  4. 4

Owner approves and pays, nothing else

    Weight ×2

    2
The owner approves and pays. No other verification or registration is documented before calling and texting US numbers.
    1
Extra human steps are documented first: identity verification, KYC, carrier SMS registration, portal upgrades, or a separate carrier account.
    0
A sales conversation is required before launch.
  5. 5

Pricing an agent can reason about

    Weight ×2

    2
Public self-serve pricing with a flat plan or an all-in per-minute rate.
    1
Public pricing, but the per-minute cost depends on separately billed components.
    0
    Pricing is quoted by sales.
  6. 6

MCP server that acts on the account

    Weight ×1

    2
An official, hosted MCP server that can change the account: agents, calls, or numbers.

An official MCP server limited to docs or API schema search.
    0
    No official MCP server documented.
  7. 7

    Official CLI

    Weight ×1

    2
An official CLI that manages agents, calls, or numbers.
    1
A CLI that covers only part of the voice workflow.
    0
    No official CLI documented.

How to choose a platform for your agent

  • Can your agent start the signup itself, so the owner only has to approve and pay?
  • Does the agent get a number from the platform, or will you also need a Twilio or SIP account?
  • Can the same number call and text right away, or is a carrier registration, KYC, or account upgrade required first?
  • Is there an MCP server that acts on the account, or only one that searches docs?
  • Is the price flat, or will the agent have to add up separately billed components?
  • Is there a setup path written for agents, not just for developers?

Give your agent a number of its own

The Agent Phone Plan turns your AI into something you can call and text. One dedicated US number, unlimited US and Canada calls and texts under fair use, and one flat price: $14.99 for the first month, then $29.99 per month. Your agent can set it up itself; you just approve. New to voice agents? Start with how AI voice agents work.

Agent-friendly voice AI: common questions

An agent-friendly voice AI platform lets an AI agent such as Claude or Codex own and operate a phone line with minimal human help. We score agent-started signup, a number of its own, calls and texts from that number, owner steps limited to approve and pay, clear pricing, an MCP server that acts on the account, and a CLI.

Bland is the most agent-friendly voice AI platform in our October 2026 review, scoring 24 of 24. After one owner approval, an agent gets its own API key and a dedicated US number that calls and texts. Telnyx is second at 18, ElevenLabs Agents and Vapi tie at 14, Twilio scores 13, Retell AI 12, and Synthflow 8.

Yes, with one approval from its owner. The agent calls Bland’s onboarding API with no API key and shows its owner a link and a short code. The owner signs up, picks the Agent Phone Plan or free credits, and approves, and the agent receives its own API key and number. A headless path replaces the browser with one texted code. Claude and Codex are trademarks of their owners, and Bland is not affiliated with Anthropic or OpenAI.

Bland, Telnyx, Retell AI, Vapi, ElevenLabs, and Synthflow all document hosted MCP servers that can act on your account, for example creating agents or placing calls. Twilio’s MCP server, in public beta, searches docs and API schemas but does not act on your account.

On Bland, the Agent Phone Plan provisions a dedicated US number as soon as the owner approves, and an agent can buy more by API. Twilio sells numbers by API on upgraded accounts. A new Telnyx account can order one US number, reclaimed within 30 days unless a person upgrades the account. Retell AI requires KYC before number purchases, free Vapi numbers are inbound only, ElevenLabs imports numbers from Twilio, Exotel, or SIP, and Synthflow sells numbers in its dashboard.

Yes. On Bland’s Agent Phone Plan, the agent’s number makes and takes calls and sends and receives texts, with unlimited US and Canada calling and texting under fair use. On Twilio, Telnyx, and Retell AI, US texting needs a further step first, such as A2P 10DLC registration, KYC, or an account upgrade. On Vapi, ElevenLabs Agents, and Synthflow, texting runs through a connected Twilio account.

Bland’s Agent Phone Plan is $14.99 for the first month, then a flat $29.99 per month, including one US number and unlimited US and Canada calls and texts under fair use. On usage-based platforms, a number costs $1.00 per month at Telnyx, $1.15 at Twilio, $1.50 at Synthflow, and $2.00 at Retell AI, plus per-minute call charges.

We read each vendor’s own documentation and pricing pages on October 15, 2026, and scored seven criteria from 0 to 2 by what an agent can do after one owner approval and payment. The five steps of owning and operating a line count double, for 24 points in total. Bland publishes this page and is one of the platforms ranked.
