Updated billing structure for outbound calls to provide more transparency and consistency.

• Calls continue to cost $0.09 per minute - Outbound calls placed using Bland's telephony now have a minimum charge of $0.015 per dispatched call - If your call connects and exceeds this minimum (approximately 10 seconds), you only pay the per-minute rate as usual
